City Council
 The highest decision-making organ in the city of Oulu is
the City Council, which is elected in a local election
arranged every four years. During the 2009-2012 period, the
Oulu City Council has 67 board members, with Ms. Riikka
Moilanen (Centre Party) acting as chairman.
The Council makes decisions concerning the basis of
economy and financing, and guides the development of the
city in a concrete manner by wielding economic power. The
Council also sets qualitative and operative objectives for
the various administrative sectors by budget fund allocation.
The Council also makes decisions concerning the structure of
municipal administration, appoints elected officials and
major municipal officeholders. In the local elections held
in the year 2008 seats were distributed as follows:

City Board
 The tasks of the City Board include responsibility for
municipal administration and economy, preparation of matters
to be decided by the City Council, and making sure that the
decisions made by the Council are implemented and in
accordance with the law. The City Board represents the
municipality by using its right to speak and by performing
various judicial actions on its behalf.
The City Board consists of 13 members elected by the City
Council for a four-year term. Chairman of the Board is Mr.
Esko Kurvinen (National Coalition Party). Distribution of
the City Board members by political party/group: Centre 3,
Nat. Coal. 3, Soc. Dem. 2, Left W. 2, Greens 2 and Christian
Democrats 1.
The Mayor and the Deputy Mayors present the matters at
meetings.

Boards and executive boards
