The Technical Centre of City of
Oulu has in cooperation with the municipalities of Umeå and Skanderborg prepared
the project “InnoUrba – the Living and Working Environment for the Future” for
increasing the Nordic cooperation in planning new residential and working areas.
An Expression of Interest was submitted to Nordic Innovation Center (NICe) in
the May 2007 Call for Proposals. The actual application was submitted to NICe
according to the call schedule 21.8.2007.
The objective of the project is to develop land-use planning processes in the
Nordic countries so that new innovative operating environments are created and
simultaneously the land-use planning practices in the participating cities are
evaluated and compared. The project will create a best-practice proposal for a
Nordic planning procedure that would enable the use of planners and other
consultants across the national borderlines.
The comparison of land-use planning processes and methods that will be carried
out simultaneously in the partner cities is an efficient way for bringing
together professionals from different Nordic countries and creating a forum that
promotes innovation. In connection to the evaluation, the residents’
possibilities to participate and influence land-use planning will be compared,
and new methods for the residents’ participation and tools for finding out about
their wishes and needs will be innovated.
The partner cities will name an interesting planning task and define the
planning programme and the cooperation model used in the planning process. The
model can be an international architecture competition or other consultant
selection procedure. In the first project workshop the different
competition/tendering models, schedules and processes will be compared and
evaluated. The actual ordering of the planning tasks and guidance will be
carried out independently by each partner city. In the workshop organized after
the planning task, the plans obtained by different methods will be evaluated and
analysed and the practices will be described.
In addition to the Final Report, recommendations promoting the harmonization of
land-use planning will be published. The recommendations will be presented to
international experts working on land-use planning in the project’s Final
Conference in Oulu. The project will be implemented 1.1.2008 - 30.6.2009.
